In the third discussion of Ecology Law Quarterly’s 2026 Annual Symposium, titled “The General Plan: California Laws for How Counties Treat Expansion and Growth,” panelists Nicholas Jensen, Monica Heger, and Ashley Marie Suarez spoke about housing and sustainable growth. The panelists discussed how legally mandated general plans can be a double-edged sword that enshrine or hinder environmental justice initiatives. The panelists also provided insight into how SB 1000, which requires counties to incorporate environmental justice into general plans, provides a tool for both communities and the state to push for the former. The panel was moderated by Jordan Perry.
